It's by a strange, little known group from the mid-90s called Equations of Eternity. A dark, unsettling journey straddling the intersection of trip and hip hop. Although the illbient genre, as it was then known, fizzled out by the end of the 90s, it still makes for a compelling auditory journey. It's easy to imagine yourself listening to this in a gloomy New York apartment with paint chipping off the walls under a dim light. Not bad at all for 50 cents at the thrift store.
